

Rs 2,957 lakh approved for E-Courts in Uttarakhand

Dehradun, 15 Dec: During Question Hour in the Winter Session of Parliament, today, Haridwar MP Trivendra Singh Rawat raised the issue of strengthening the judicial infrastructure in Uttarakhand. He asked whether there is a serious shortage of infrastructure such as court buildings, record rooms, and bar chambers in several districts of the state. He also inquired whether the government has approved any special funds to improve judicial infrastructure in Uttarakhand.
Rawat further sought details on whether any projects have been proposed for the construction of new court buildings and for digitisation. In a written reply to his question, Minister of State for Law and Justice, Arjun Ram Meghwal, informed him that under the e-Courts project, a total amount of Rs 2,957 lakh has been approved for the Uttarakhand High Court for Information, Communication and Technology (ICT) infrastructure for the year 2025–26. Earlier, Rs 1,367.69 lakh was provided in 2023–24 and Rs 1,995.79 lakh in 2024–25.
Meghwal stated that the primary responsibility for developing judicial infrastructure lies with the State Governments and Union Territories. Nevertheless, the Central Government has been providing financial assistance since 1993–94 through the implementation of a Centrally Sponsored Scheme (CSS) for the development of infrastructure facilities for district and subordinate courts. For Uttarakhand, the fund-sharing ratio between the Centre and the State is 90:10. The scheme includes court halls, residential facilities for judicial officers, halls for advocates, toilet complexes for advocates and litigants, and digital computer rooms.
Since the inception of the scheme, Uttarakhand has received central assistance amounting to Rs 301.94 crore up to October 31, 2025, of which Rs 256.60 crore has been provided under the Centrally Sponsored Scheme for the development of judicial infrastructure since the financial year 2014–15.
According to the information provided, out of 298 sanctioned posts of judicial officers in Uttarakhand, 283 court halls are currently available, while 12 additional court halls are under construction. Under Phase-III of the e-Courts project, digitization of complete court records—including legacy records and filing of new cases—is being carried out across the country at a total cost of Rs 2,038.40 crore. As of September 30, 2025, digitization of 2.17 crore pages has been completed in the Uttarakhand High Court, while more than 89.20 crore pages have been digitized in district courts across the state.
