Dehradun, 18 Dec: Chief Minister Pushkar Singh Dhami chaired a high-level meeting at the Secretariat here today to review the status of revenue receipts for the financial year 2025-26. During the review meeting, Dhami issued firm directions to the officials to intensify revenue recovery and ensure that all departments meet their stipulated targets within the prescribed timeframe. The CM stressed that senior departmental officers and the District Magistrates (DMs) must conduct regular monitoring of revenue-related activities in their respective districts. Calling for stringent control over tax evasion, he instructed officials to maximise the use of Artificial Intelligence (AI) based systems.
The CM also directed that all the processes related to registration and deeds be fully digitised and that Sub-Registrar offices be subjected to periodic inspections by the District Magistrates (DMs) and other senior authorities. To ensure accurate valuation of properties during registration, he mandated on-site physical verification of assets.
Expressing dissatisfaction over the delay in implementing the green cess on vehicles entering Uttarakhand from outside, Dhami instructed the Transport Department to begin the cess collection without further delay. He also emphasised on the need for optimal utilisation of forest resources in the interest of the state while maintaining ecological balance. He directed the officials to come out with a comprehensive plan to promote commercial plantation and strengthen the herbal sector in the Terai region.
Dhami reiterated that increasing revenue remains the government’s foremost priority for the holistic development of Uttarakhand. He said the mission to enhance resources is being executed in ‘mission mode’ to realise Prime Minister Narendra Modi’s vision of making this decade the “decade of Uttarakhand”. Mentioning recent achievements, the CM noted that the state has secured the top position among Special Category States and has received a central incentive of Rs 200 crores for its exemplary performance in mining reforms. He said that this indicates that the state is moving ahead in the right direction. For the financial year 2025-26, the state has set a tax revenue target of Rs 24,015 crores, of which more than 62 per cent has already been achieved. The CM urged all the departments to work in a coordinated and proactive manner to ensure 100 per cent realisation of the target in the coming months.
The CM also stated that the government is placing special emphasis on capital investment to ensure long-term economic stability. Capital expenditure has been increased by 34 per cent, which is expected to accelerate infrastructure development and the creation of permanent assets. He further emphasised on the need for continuous focus on policy reforms, innovation and new technologies to make financial management modern, efficient, and responsive.
He added that the government remains committed towards transparent, accountable and result-oriented governance for the public good, and that all officers must work with strict financial discipline, improved management, and collective responsibility.
Those present in the meeting included Chief Secretary Anand Bardhan, Principal Secretary RK Sudhanshu, Principal Secretary L Fanai, Secretaries Dilip Jawalkar, Yugal Kishore Pant, C Ravishankar, Principal Chief Conservator of Forests (PCCF and HoFF) Ranjan Kumar Mishra besides various additional secretaries and HoDs while the DMs were present on virtual basis.
