PIONEER EDGE NEWS SERVICE/ Dehradun  Chief minister Pushkar Singh Dhami has directed the State administration to focus on development of smart human resources along with the development of smart human resources in the State. He gave the order while chairing a high-level review meeting on skill development and forward linkages at the State secretariat on Wednesday.  The CM said that emphasis should be placed on job-oriented courses, trained trainers and teachers and upgrading technical institutions like ITIs, in line with industry and future technological demands.  He directed that an integrated model should be developed to prepare basic skill workers, medium technical workforce and high skilled technical workforce for daily tasks at the local level, which would give impetus to realizing the aspiration of ‘ Viksit Bharat@ 2047’.  In the meeting, the CM reviewed the progress of the schemes of skill development and connecting the skilled youth with forward linkage.  The issue that despite the increasing number of ITI and technical institutes and trained youth in the State, the students are unable to secure placements and satisfactory salaries in industries also came up for discussion in the meeting. Dhami cited this as a sign of deficiencies at the management, coordination and platform levels and directed immediate improvements.  In the meeting the CM pointed out that while skilled workers for daily jobs like barbers, plumbers, electricians, mechanics and carpenters are not readily available, many young people who have received technical education from ITIs don’t get employment. He directed that this contradiction be addressed through better coordination between the technical, education, skills and other related departments.  The CM said that the youth selected for self-employment and employment opportunities abroad should be provided with the Indian Government’s management guidelines for different countries so that they can adapt more easily in the respective countries.  The cabinet minister Saurabh Bahuguna suggested involving industries in training to develop demand-driven skills. He pointed out that if industries are involved in the development of training and technical curriculum, they will be able to skill youth according to industry demands. Chief secretary Anand Bardhan directed all the concerned departments to come together on one platform and speed up the work related to employment and skills.  Secretary, Skill Development, C Ravishankar gave a detailed presentation on strategies and best practices from local to overseas placements.
