Dehradun, 23 Feb: In the wake of recent incidents involving alleged attacks on government functionaries, Chief Minister Pushkar Singh Dhami has directed the Chief Secretary to prepare a comprehensive Standard Operating Procedure (SOP) to ensure the safety and security of officers, employees and teachers working in government offices and the institutions across Uttarakhand.
The directive was issued today when representatives of the Uttarakhand Adhikari Karmachari Shikshak Morcha met Dhami at his official residence. The delegation apprised the CM of the incident that occurred at the Directorate of Elementary Education on Saturday, along with other recent episodes in which government personnel were reportedly targeted while discharging their duties. Expressing concern over the pattern of such occurrences, the representatives urged the government to put in place immediate and effective safeguards to prevent a recurrence.
Responding to the concerns raised by the delegation, Dhami stated that the State Government remains fully committed to safeguarding the dignity, morale and physical security of its workforce. He observed that officers, teachers and employees are the backbone of governance and development and that any attempt to intimidate or obstruct them in the lawful discharge of their responsibilities would not be tolerated.
During the meeting, the CM made a telephone call to Chief Secretary Anand Bardhan and instructed him to initiate the process for drafting a detailed SOP laying down clear protocols for security arrangements at government offices, response mechanisms in case of untoward incidents, and coordination between administrative and police authorities. The proposed SOP is expected to address preventive measures, emergency response systems and accountability mechanisms to ensure a safe working environment.
Simultaneously, directions were also issued to the Director General of Police (DGP) to ensure strengthened security arrangements at government buildings and offices across the State. The police have also been instructed to take prompt and stringent legal action in cases involving assault, intimidation or disruption of official work. Specific directions were conveyed to the SSP, Dehradun, to proceed strictly in accordance with law against those found involved in the incident at the Directorate of Education.
Among those present on the occasion were Pratap Singh Panwar, Vice Chairman of the State Medicinal Plants Board, Ram Singh Chauhan, President of the Uttarakhand Adhikari Karmachari Shikshak Morcha, Mukesh Bahuguna, General Secretary of the organisation. The representatives expressed hope that the formulation and implementation of a structured SOP would help restore confidence among government personnel and reinforce a secure and respectful atmosphere in public offices throughout Uttarakhand.
