Haridwar, 7 Mar: Union Home and Cooperation Minister Amit Shah addressed a massive public rally at Bairagi Camp in Haridwar today under the programme ‘Jan Jan Ki Sarkar, 4 Saal Bemisaal’. During his address, Shah said the government is fully committed to ensuring that infiltrators were driven out from Kedarnath to Kanyakumari. Chief Minister Pushkar Singh Dhami also addressed the rally on this occasion.
Beginning his speech with a reference to the Uttarakhand statehood movement, Shah reminded that the youth of Uttarakhand had to take to the streets to protect their identity, culture and rights, but in the process, they had to face incidents of violence such as the Rampur Tiraha episode. He said that after the BJP came to power at the Centre, the then Prime Minister Atal Bihari Vajpayee decided to create new states including Uttarakhand, Jharkhand and Chhattisgarh. Today, all the three states are progressing rapidly on the path of development. Shah said that while Vajpayee had created Uttarakhand, Prime Minister Narendra Modi is now working to shape and strengthen it. He asserted that the period from 2017 to 2026 has been dedicated to the development of Uttarakhand. He said that over the past four years Chief Minister Pushkar Singh Dhami had been systematically addressing and resolving the problems of the state, as a result of which Uttarakhand is now moving ahead on the path of development at double the pace.

On this occasion, Shah appealed to the people, particularly members of the legal fraternity, to visit the exhibition organised on the new criminal justice codes (BNS, BNSS and BSA). He said Prime Minister Narendra Modi has replaced the 150-year-old laws framed during British rule, and by 2028 all the provisions of the new justice codes would be fully implemented. Thereafter, from the registration of an FIR at a police station to the final decision in the Supreme Court, the maximum time taken for disposal of a case would be three years. He claimed that the new justice codes are the most modern and scientific justice system in the world.

Praising CM Dhami for removing encroachments from 10,000 acres of government land in Uttarakhand, Shah said the government was determined to identify and expel every infiltrator from the country, from Kedarnath to Kanyakumari. He also commended the CM for implementing the Uniform Civil Code in the state, saying it would help prevent unnatural changes in the demographic balance. Referring to the Special Intensive Revision of electoral rolls, Shah said that anyone who is not an Indian citizen should have his or her name removed from the voters’ list, as maintaining a clean electoral roll is essential for protecting democracy.

Shah further said that between 2004 and 2014 Uttarakhand had received only Rs 54,000 crores from the Centre, whereas since then the state had received Rs 1,87,000 crores in central assistance. In addition, with the support of the Union Government, projects worth thousands of crores are underway in Uttarakhand, including the all-weather road project, the Delhi–Dehradun Economic Corridor, and several rail and road initiatives. He said that, in 2014, the per capita income in Uttarakhand was Rs 1,25,000, which has now increased to Rs 2,60,000. The state’s Gross State Domestic Product has also risen from Rs 1,50,000 crore to Rs 3,50,000 crore.
The Union Home Minister also congratulated the 1,900 youths who received appointment letters as constables in the Uttarakhand Police today. He said that the government jobs in the state are now being provided without the need for unfair means or expenditure, as Chief Minister Pushkar Singh Dhami had introduced a strict anti-copying law, bringing transparency to the recruitment process. Shah also mentioned that the Kumbh Mela would be organised in Haridwar in 2027 and expressed confidence that the event would break all previous records. Referring to the Vibrant Villages Scheme launched by the Centre, he said Prime Minister Narendra Modi has given the country’s border villages the honour of being called the “first villages”, with the objective of preventing migration from border areas. The scheme, he said, would be particularly beneficial for Uttarakhand.

Congratulating the refugees who had obtained Indian citizenship under the Citizenship Amendment Act, Shah said that Hindu, Sikh, Buddhist and Jain refugees coming from Pakistan and Afghanistan had as much right over this country as Prime Minister Narendra Modi. However, due to the policy of appeasement they had been deprived of Indian citizenship for a long time. These refugees had come to India to protect their religion and the honour of their families, and therefore the government would remain firm in its decision to grant them citizenship despite opposition from any quarter. Shah said that under the leadership of Prime Minister Narendra Modi several historic decisions had been taken, including the abrogation of Article 370, enactment of the CAA, construction of the Ram Temple in Ayodhya after five and a half centuries, the redevelopment of Badrinath and Kedarnath, and the creation of the Mahakal Lok and the Kashi Vishwanath Corridor.
On this occasion, Union Minister Ajay Tamta, Assembly Speaker Ritu Bhushan Khanduri, Rajya Sabha MP and BJP state president Mahendra Bhatt, Haridwar MP and former CM Trivendra Singh Rawat, former CMs Tirath Singh Rawat, Dr Ramesh Pokhriyal and Vijay Bahuguna, Tehri MP Mala Rajya Lakshmi Shah, Garhwal MP Anil Baluni, Nainital MP Ajay Bhatt, Rajya Sabha MP Naresh Bansal, Cabinet Ministers Satpal Maharaj, Ganesh Joshi, Dhan Singh Rawat, Subodh Uniyal, Rekha Arya and Saurabh Bahuguna were among those present. Chief Secretary Anand Bardhan, along with several MLAs and other public representatives and officials, also attended the programme.
