PIONEER EDGE NEWS SERVICE/ Bharadisain Chief minister Pushkar Singh Dhami presented a budget of Rs 1,11,703.21 crore for the financial year 2026-27 in the Vidhan Sabha on the first day of the budget session on Monday. He presented a surplus budget of Rs 2,536.33 crore. The budgetary provisions are 10.4 per cent higher than last year. In the budget, the Dhami government has focused on the welfare schemes, infrastructure and rural development, health, and employment generation. In the budget document, the government’s estimated receipts stood at Rs 1,10,143.12 crore while the expenses are estimated at Rs 1,11,703.21 crore. The estimated receipts in the revenue account are Rs 67525.77 crore and Rs 42617.35 crore under the capital account. In the budgetary expenditure Rs 64989.44 crore are under revenue account while Rs 46713.77 crore are under capital accounts. The CM started his speech by paying rich tributes to the statehood activists and former Prime Minister Atal Bihari Vajpayee who created Uttarakhand. In his budget speech the CM said that the focus of the budget this year is on maintaining SANTULAN where S stood for Samaveshi Vikas ( inclusive development), A for Atmanirbhar ( self dependent), N for Nayi Soch ( new ideas), T for Teevra Vikas ( fast development), U for Unnat Gaon Va Sahar ( developed villages and cities), L for Lok Sahabhagita ( public participation), A for Arthik Shakti ( economic power) and N for Nyaypurna Vyavastha ( justice). The effect of the next year’s Vidhan Sabha elections is clearly visible in the budget as the Dhami government has earmarked a sum of Rs 2,914.24 crore for welfare schemes and Rs 3,860.12 crore for rural development. Similarly a sum of Rs 2,468.88 crore and Rs 746.76 crore has been allotted for welfare of scheduled castes and scheduled tribes respectively. In the budget, the State government has allotted a sum of Rs 13,780 crore for infrastructure development under different departments. The Dhami government has allotted a sum of Rs 15,376 crore for education and health. In the budget a provision of Rs 504.04 crore has been for the department of tourism. The CM allotted a sum of Rs 924.21crore for animal husbandry and research. Similarly a sum of Rs 132.54 crore has been made for cooperative development. An allocation of Rs 2501 crore has been made for the Public Works Department (PWD). He also made a provision of Rs 1976.72 crore for the energy sector, Rs 419.64 crore for transport, Rs 1149.88 crore for forest and Rs 584.18 crore for the animal industries department. In the budget a sum of Rs 1027 crore has been made for preparation of Kumbh 2027 and Rs 10 crore for development of spiritual economic zone. Budget is a roadmap for future of Uttarakhand: CM BHARADISAIN: Chief minister Pushkar Singh Dhami has said that the Budget 2026-27 is a roadmap for the future of the State. Addressing a press conference after presenting the Budget in the house, the CM said that the Rs 1.11 lakh crore budget shows a balance of development, heritage, culture and modernisation. The CM said that the size of the economy at the time of creation of the State was about Rs 14,500 crore which has now increased to 3.81 lakh crore which is 26 times increase. Similarly, the Per Capita Income of the State increased from Rs 15,285 in 2000-2001 to Rs 2,73,921 in 2025-26. He claimed that the State government has followed the norms of the FRBM act while keeping the fiscal deficit at less than three per cent of the GSDP. Dhami said that the Budget has been prepared while keeping in mind the poor, farmers, youth and women at the centre. He said that for women empowerment, the government has made a provision of Rs 19,692 crore in the gender budget. Budget directionless & away from ground realty: Arya BHARADISAIN: The leader of opposition Yashpal Arya has said that the Budget 2026-27 presented by chief minister Pushkar Singh Dhami is totally directionless and far away from the ground reality. Terming the Budget as an eye wash, Arya said that the farmers, businessmen, youth and poor have got only disappointment in the budget. He said that due to financial mismanagement, the burden of the debt is increasing on the State. Arya said that the debt burden on the State has increased from about Rs 35000 crore in 2016-17 to more than one lakh crore now. Arya said that the State government has failed to spend the allotted budget on the development works.
