PIONEER EDGE NEWS SERVICE/ Bharadisain The Parliamentary Affairs minister Subodh Uniyal presented the Uttarakhand Devbhoomi Parivar bill 2026 in the Vidhan Sabha on Tuesday. The bill aims to prepare a centralised database for all the families of the State. After the preparation of the database all the families of the State will be provided with an identity card. There are about 23 lakh families in Uttarakhand. The family ID will be provided on the basis of the residency. Any individual or family residing within the geographical boundary of the State continuously from the last 15 years will be classified as the resident of the State. One of the important features of the new law is that the eldest woman of the family will be the head of the family. The State government will establish a Devbhoomi Parivar Authority and an executive body will oversee it. The chief minister will be the chairperson of the executive body while the chief secretary of the State will be the officio vice president of the body. The government also tabled Uttarakhand Jan Vishwas (amendment of provisions) act 2026. The act seeks to decriminalise minor offences under identified State Acts by substituting criminal sanctions (especially imprisonment) with monetary fines and administrative remedies. The bill replaces Uttarakhand Jan Vishwas ordinance 2025. The Uttarakhand Private Universities (Amendment) Bill, 2026 was also tabled in the house on the day under which GRD Uttarakhand University and Tula’s University Selaqui and Shivalik University will be established in Dehradun while Mount Valley University will be established in Bhowali in Nainital. The Parliamentary Affairs minister also tabled the Uttarakhand Prevention of Public Gambling Bill, 2026, the Uttarakhand Goods Service Tax (Amendment) Bill 2026, the Uttarakhand Prisons and Correctional Services (Amendment) Bill 2026, the Uttarakhand Commission for Minorities (Amendment) Bill 2026, the Uttarakhand (Uttar Pradesh Public Service (Reservation for Physically Handicapped, Dependents of Freedom Fighters and Purva Sainiks) Act, 1993) (Amendment) Bill, 2026 and the Uttarakhand Language Institution (Amendment) Bill, 2026 in the house.
