Gairsain, 12 Mar: Participating in a discussion in the House, BJP MLA Shiv Arora demanded today that a population control law similar to the Uniform Civil Code (UCC) should be introduced in Uttarakhand. He raised this demand before the government during the ongoing Assembly session. Placing the issue before the Speaker in the Assembly, Arora said that demographic changes are taking place in Uttarakhand due to the growing population of a particular community and that a law was necessary to address the situation.
Speaking in the House, Arora suggested that the government should bring a population control law in the state. He said that, if such a law is enacted, then from the day it comes into force, families having more than three children should be deprived of all government facilities. These facilities, he said, include government ration, Ayushman cards, gas connections and other benefits. He alleged that a particular group, which follows a “hum paanch, hamare pachchees” mindset, is increasing its population on religious grounds.
Arora further said that not only the plains districts of Uttarakhand but even remote hill districts are facing challenges due to infiltration from outside, which was harming the cultural heritage of the state. In view of this situation, he said the government should consider introducing a population control law.
Speaking to Panchjanya, Shiv Arora said that just as the Uniform Civil Code had been implemented for the first time in Uttarakhand and the Madrasa Board was also going to be abolished in the state, the government should similarly bring a population control law.
He said that families having more than three children should be denied all government facilities such as subsidised ration, free treatment under the Ayushman scheme, government housing and subsidised gas cylinders. He added that ‘hum paanch, hamare pachchees’ approach should not be allowed to continue in Devbhoomi.
Arora further also stated that, when Uttarakhand was formed as a separate state, the proportion of the Muslim population was much lower, but according to the 2011 Census it had reached around 14 per cent and is now estimated to be close to 18 per cent. He alleged that infiltration from other states has adversely affected the state government’s budget and that subsidies are being availed of by those encroaching upon government land.
