PIONEER EDGE NEWS SERVICE/ Dehradun Chief minister Pushkar Singh Dhami has said that public participation will play a key role in the preparation of the budget of the State and it will reflect ground realities and fulfil public aspirations. He was addressing a pre-budget dialogue organised at Ransi in Pauri on Friday. The CM said that the State government’s objective is to prepare a public-friendly budget. He added that the budget is not merely a document of income and expenditure but a document for building a developed Uttarakhand. Expressing gratitude to the participants, CM said, “Our endeavour is to ensure that the expectations and needs of every segment of society, such as tourism professionals, traders, women’s self-help groups, farmers and entrepreneurs are properly reflected in the budget. We have resolved to make the budget-making process transparent, participatory and people oriented.” Dhami said that Uttarakhand is on a path of continuous development and has made significant progress in the areas of trade, industry, tourism, agriculture and women’s empowerment. The government’s goal is to develop farmers as entrepreneurs, empower women and further strengthen the State’s economy, he said. The CM said that all suggestions received during the pre-budget dialogue will be carefully examined and incorporated as much as possible into the upcoming budget and policy decisions. Reiterating his resolve to make Uttarakhand a self-reliant and leading state by 2047, the CM said that the state has achieved remarkable achievements in the areas of financial discipline and development. In the programme the participants gave suggestions such as increasing grants, strengthening solid waste management systems, constructing sewer lines and toilets, empowering Panchayats, productive use of wasteland and operating solar plants at the village level. For urban areas, emphasis was placed on increasing municipal resources, promoting the concept of solar cities, strengthening parking and sanitation systems and strengthening urban infrastructure. In the agriculture and horticulture sector, suggestions were made for encouraging mountain agriculture, horticulture and high-value crop production, effective measures to protect crops from wild animals, post-harvest management, cold storage and cluster-based farming. In the industrial sector demands were made for capital subsidies, interest subsidies, special exemptions on machinery, promotion of service-based industries, and incentives for industries based on local products for setting up industries in mountainous areas. Suggestions were also made to directly link ITI and polytechnic institutes with industries, providing employment opportunities to local youth and preventing migration. Suggestions were also received for strengthening the energy network in the energy sector, relief in taxes and duties to encourage agriculture and industry based activities and conservation and beautification of historical sites.
