PIONEER EDGE NEWS SERVICE/ Dehradun Chief minister Pushkar Singh Dhami has said that the State government is committed to ensure that the youth of Uttarakhand become providers and not seekers of jobs. He said that the Mukhyamantri Swarojgar Yojana (MSY) is a very important scheme which has played a significant role in preventing migration, promoting reverse migration and creating employment at the local levels in the State. He was addressing a programme at his residence after transferring a sum Rs 33.22 Crore to the bank accounts of 3,848 beneficiaries under the MSY through online medium on Wednesday. The CM said MSY is not just a scheme, but a strong foundation for a self-reliant Uttarakhand. He added that the objective of the State government is to have local enterprises in every district, employment in every village and work for every youth. He said that migrants who returned during Covid-19 pandemic, young entrepreneurs, artisans, craftsmen and the educated unemployed are the primary beneficiaries of this scheme. Under the scheme, loans are being provided to native and permanent residents of the state in the manufacturing, service and business sectors through nationalized, cooperative and regional rural banks. Project costs of up to Rs 25 lakh are permissible for manufacturing units and up to Rs 10 lakh for service and business units. Margin money subsidy of 15 to 25 per cent of the project cost is provided under the scheme. Loans worth over Rs 389 crore have been disbursed under the scheme, creating approximately 64,966 new jobs. Dhami said the scheme is working strongly not only on paper but also on the ground. Terming MSY as ‘game changer’ for small traders and the State, the CM said that in view of the success of the scheme, MSY 2.0 has been started from the year 2025, in which MSY and Nano scheme have been integrated. In the new system, the subsidy limit has been increased from 15 percent to 30 percent. Also, under the concept of geographical, social and product boosters, provision has been made for an additional five percent subsidy, which will make the scheme economically as well as socially strong. He said that the subsidy has been transferred directly to the beneficiaries’ bank accounts online which shows transparency, technology-based system and corruption-free functioning. The CM also interacted with the beneficiaries of the MSY on the occasion who shared their experiences, success and issues with him. Secretary Industries Vinay Shankar Pandey, director general Industries and MD SIDCUL Saurabh Gaharwar and other officers attended the programme.
