Almora, 10 Dec: A seminar was organised today to commemorate the completion of four years of the State Government under Chief Minister Pushkar Singh Dhami. Held at Soban Singh Jeena University, Almora, and chaired by Vice-Chancellor Satpal Singh Bisht, the event brought together subject experts, academics, social workers, entrepreneurs, public representatives, and intellectuals who shared their perspectives, describing the Chief Minister’s over four-year tenure and the decisions taken in the state’s interest as unprecedented.
During the programme, the book ‘Nayak se Jannayak’ and the booklet ‘Dhami ki Dhamak’, both authored by the Chief Minister’s Media Coordinator Madan Mohan Sati, were also launched.

In his presidential address, Vice-Chancellor Satpal Singh Bisht praised Chief Minister Dhami as a capable leader striving to unite the entire state. He asserted that the last four years of his tenure have been truly unprecedented, during which the state achieved many milestones, bolstering its reputation as a state known for decisive governance.
The seminar, held in the Mathematics Department’s Auditorium of the university, aimed to review developmental work carried out in the state over the past four years, assess the impact of welfare schemes, and enable constructive discussions on future priorities. Participants reflected on the State Government’s achievements and challenges, recognising that under the guidance of Prime Minister Narendra Modi, Chief Minister Dhami has been coordinating effectively with the Central Government to advance state interests.
The speakers commended the Government for excelling in revenue receipts through sustained development initiatives and mining reforms, implementing the Uniform Civil Code, curbing land fraud by enforcing a strict Land Law, introducing the Anti-Copying Law, progressing with the Rishikesh-Karnaprayag and Tanakpur-Bageshwar railway projects, upholding the strict Anti-Conversion Law, and reducing unemployment. They highlighted that under Chief Minister Dhami’s leadership, the state achieved remarkable success in multiple key sectors. The four years were characterised as highly effective, pro-people, and a milestone in the journey towards good governance.
The experts emphasised significant progress in education through the establishment of model schools, smart classrooms, expansion of online education systems, scholarship schemes, and skill development programmes. In employment and self-employment, tourism-based jobs increased while the start-up ecosystem received a boost. They reminded that the recruitment processes became simplified and examinations more transparent, leading to the provision of over 26,000 permanent government jobs in the last four years, selected through fully transparent procedures.
The also added that under the banner of good governance, the policy of Simplification, Solution, and Disposal (Saralikaran, Samadhan, and Nistaririkaran) has been effectively implemented, accelerating the resolution of public grievances. Digitisation of government services, the introduction of online portals, e-office systems, and technology-driven monitoring increased administrative accountability, directly benefiting the common people.
The speakers further credited the government for significant progress towards women’s safety, economic empowerment, Self-Help Groups (SHGs), and health schemes. The Lakhpati Didi Yojana emerged as a game-changer in women’s empowerment, with ongoing efforts ensuring their economic and social progress. Participants also noted substantial improvements in infrastructure such as roads, electricity, drinking water, health services, tourism infrastructure, agriculture and horticulture promotion, rural livelihoods, and social security schemes, all benefiting the public directly.
It was also stated that in the spirit of Antyodaya, the Government has implemented multifaceted welfare programmes for weaker sections, persons with disabilities, senior citizens, and women. During the seminar, numerous constructive suggestions were presented, prioritising public interest. Madan Mohan Sati, Chief Minister’s Media Coordinator, assured that all proposals would be carefully reviewed and essential recommendations forwarded to the Chief Minister for inclusion in future policies and programmes.
The participants expressed confidence that Uttarakhand will achieve new heights of development under Chief Minister Dhami’s leadership. The programme was conducted by Neeraj Bawari. Also present were Vice Chairperson of the Women Entrepreneurship Development Council Ganga Bisht, Almora’s Mayor Ajay Verma, former Deputy Speaker of the Assembly Raghunath Singh Chauhan, former MLA Kailash Sharma, Registrar of Soban Singh Jeena University D S Bisht, and others.
