Dehradun, 26 Feb: Uttarakhand BJP president Mahendra Bhatt today made an unannounced visit to Gadarpur in district Udham Singh Nagar, reaching the residence of party MLA Arvind Pandey. The sudden outreach has triggered intense speculation in political circles, with observers questioning whether the move is part of early preparations for the 2027 Assembly elections or an attempt to address simmering internal discontent within the party. It may be recalled that, for past few months, according to political observers, there has been a cold-war between Arvind Pandey and Chief
Minister Pushkar Singh Dhami. Pandey has been openly critical of ‘illegal mining’, law and order situation in the state and at the same time, the administration had also moved to question certain ‘encroachments’ on public land allegedly by him or his family members.
Today’s move is being seen by the political observers as a move towards closing the ranks and dissolving differences within the party ahead of the assembly elections which are scheduled to be held early next year.
Bhatt’s arrival at Pandey’s residence was marked by a gathering of local party workers, who welcomed the State president with garlands and slogans. While the supporters displayed enthusiasm outside, a closed-door meeting between the two leaders continued for a considerable duration. Party sources indicated that organisational matters, local political developments and the roadmap for the forthcoming Assembly elections figured prominently in the discussions.
Addressing party workers later, Bhatt admitted the need to begin groundwork immediately with an eye on 2027. He stated that the BJP’s strength lies in its disciplined organisation and committed cadre. He added that the party needs to focus on strengthening booth-level structures and maintaining consistent engagement with the electorate. His remarks are being seen as a clear signal that the party has entered pre-election mode, notwithstanding the fact that the elections are still months away.
However, political observers believe the visit carries deeper significance. Pandey, a senior BJP leader and former Cabinet Minister in the government led by Trivendra Singh Rawat, has in recent months appeared uncomfortable with certain aspects of governance. He did not find a place in the second term of the government headed by Pushkar Singh Dhami, and on several occasions has publicly flagged concerns relating to law and order, regional development and local administrative functioning. His perceived distancing from the core decision-making structure had fuelled speculation of internal dissent.
Against this backdrop, Bhatt’s decision to personally call on Pandey is widely viewed as an effort to pacify and reintegrate a senior leader who, until recently, was seen by some as adopting a rebellious posture. Sources within the BJP claim that a clear message has emanated from the party high command to resolve differences at the state level and ensure that no senior functionary feels sidelined. With Assembly elections approaching, the leadership is keen that the organisation puts its house in order well in advance, leaving no room for factionalism that the Opposition could exploit.
The outreach assumes added significance in view of recent controversies involving Pandey’s family. In January, police in Bazpur registered a case against Dev Anand Pandey, brother of the Gadarpur MLA, and others over allegations of fraudulent land possession. A complaint filed by a local resident alleged attempts to usurp land through fabricated tenancy documents and intimidation. The MLA has strongly dismissed the allegations as politically motivated and part of a conspiracy to malign him. Not only this, Pandey later also met DGP Deepam Seth at the police headquarters in Dehradun and demanded a narco-analysis and polygraph test for both the parties in order to establish the truth. The episode had added to perceptions that he was increasingly isolated within both the government and the organisation.
Political analysts note that the BJP cannot afford visible discord in districts such as Udham Singh Nagar, which hold strategic importance in the electoral arithmetic of Uttarakhand. The party leadership is now suddenly appearing willing to neutralise grievances before they acquire a greater public dimension. The move to engage Pandey directly is therefore being interpreted as part of a broader strategy to win over leaders who may feel marginalised and to reinforce the message of unity from the top.
At the same time, the visit also reflects a recognition that the Opposition has been sharpening its attack on the state government over issues ranging from inflation to local administrative concerns. In such a scenario, any perception of internal rift could prove politically costly. By initiating dialogue and demonstrating organisational cohesion, the BJP hopes to project an image of stability and readiness for the electoral battle ahead. It may also be added here that traditionally government has changed every election in the state with the only exception being the 2022 assembly elections when the BJP managed to retain power.
It may also recalled that Arvind Pandey has had a long association with public life. He currently represents the Gadarpur Assembly constituency in Udham Singh Nagar district and previously served as a Cabinet Minister. He had become one of the youngest municipal chairpersons in the then Uttar Pradesh in 1997 when he was elected to the Bazpur Nagar Palika. His political experience and local influence make him a significant figure within the party’s regional framework.
Whether Bhatt’s visit will merely remain an organisational exercise or evolve into a larger political recalibration will emerge in the coming months. For now, the message from the BJP appears unmistakable: with the 2027 Assembly elections on the horizon, unity is non-negotiable, dissent must be managed internally, and the fact that the party needs to consolidate its ranks from the booth level to the state leadership to safeguard its electoral prospects.
