DEHRADUN, 21 Feb: A detailed review meeting was held on Saturday at the Vidhan Sabha Bhavan in Dehradun under the chairpersonship of Ritu Khanduri Bhushan to assess preparations and security arrangements for the Budget Session of the Fifth Legislative Assembly, scheduled to be held from March 9 to 13 in the state’s summer capital, Gairsain. Senior officials from the administration, police, and various departments attended the meeting. Comprehensive discussions were held to ensure the smooth, peaceful, and orderly conduct of the session, and clear directives were issued to the concerned authorities.
The Speaker directed the Assembly Secretariat and the Police Department to maintain foolproof security arrangements throughout the session. She emphasized that the dignity and security of the Legislative Assembly are paramount and that no negligence will be tolerated. It was decided that during the session, even Assembly employees will not be permitted to bring their vehicles into the environs without a duly issued vehicle entry pass. Only one visitor per MLA’s recommendation and a maximum of two visitors per Minister’s recommendation will be issued entry passes to prevent unnecessary crowding.

Khanduri also instructed officials to invite school and college students to observe the proceedings of the House during the session. She stated that this would provide an important opportunity for students to understand democratic processes and parliamentary traditions, thereby strengthening their awareness of democratic values.
It was further decided that video recording and live webcasting of the Assembly proceedings will be carried out by the Information and Public Relations Department and the IT Development Agency to ensure transparency and enable the general public to stay connected with the proceedings of the House.
To address any emergency situations during the session, the Fire Services Department has been directed to remain on alert. The Health Department has been instructed to ensure the availability of medical teams, adequate medicines, and ambulances. Concerned departments have also been assigned responsibility for maintaining uninterrupted power supply, clean drinking water, sanitation, and other essential facilities.
The Speaker expressed expectation of full cooperation from all departments to ensure the session is conducted in a peaceful and well-organized manner. She noted that the Budget Session is a significant opportunity for serious deliberations on the state’s development, public interest issues, and policy decisions, and maintaining its dignity is a collective responsibility.
Officials present at the meeting assured that all necessary arrangements would be completed well in advance and that they remain fully committed to ensuring the successful conduct of the session.
