
PIONEER EDGE NEWS SERVICE/ Dehradun The Uttarakhand government has decided to allow construction of low density houses and small shops in the Raipur freeze zone in Dehradun. The State cabinet in its meeting held at the secretariat on Monday approved the proposal to amend the Raipur freeze zone notification. Informing about the cabinet decision, the secretary Shailash Bagauli said that the Housing and Urban Development department will prepare the regulations for the amendment in the freeze zone. The State government had notified Raipur freeze zone near the proposed building of Uttarakhand Vidhan Sabha in March 2023. The State government also directed the authorities to prepare a master plan within five months. However due to environmental issues, the plan could not be prepared. The Raipur freeze zone extends from Raipur to Thano road in North while in south it covers areas up to to main Haridwar road. The areas from Bhopalpani to Badasi grant and Kali Mati village were included in the freeze zone. In another decision, the cabinet approved the plan Uttarakhand Women and Child Development Subordinate Supervisor Service regulation -2021. Bagauli said that after the amendment, 50 per cent of the posts of Anganwadi supervisors will be filled by direct recruitment while remaining 50 per cent by promotions from the post of Anganwadi Worker. Earlier 40 and 10 per cent of these posts were filled by promotions from Anganwadi workers and Mini Anganwadi workers. The secretary said that recently the union government has directed that all the mini Anganwadi centres should be upgraded to Anganwadi centres following which there are no posts of mini Anganwadi workers now. The cabinet also endorsed the plan to allow inter-district transfer of the health workers and health supervisors of the Health department after completion of five years of satisfactory service. This facility will be provided only once during the service period to these workers who are part of district cadre. A decision to exempt the necessity of Adhar card in registration of marriage under Uniform Civil Code (UCC) for the people of Nepal, Bhutan and Tibet origin in Uttarakhand was also taken in the meeting of the State cabinet. The people of Nepal and Bhutan can get married by showing their citizenship certificate and certificate issued by Nepalese/ Royal Bhutanese Missions for the people residing for more than 182 days in India. Similarly for the people of Tibetan origin the registration certificate issued by foreign national registration officer will be required for marriage registration under UCC. In another decision, the cabinet approved the proposal to relax the eligibility norms for promotions for the State government employees. The cabinet also approved the proposal which mandates all the State corporations to give 15 per cent their yearly dividend (profit after deduction of tax) to the State government. Baguali said that the cabinet authorised the chief minister Pushkar Singh Dhami to take a decision on the dates of the special session of Uttarakhand Vidhan Sabha in November. The special two day session will be held in Dehradun to mark the 25th anniversary of creation of Uttarakhand.
