Principal Secretary R. Meenakshi Sundaram, speaking about the Economic Survey Report at the Media Center in the Secretariat on Thursday, stated that the state’s Gross Domestic Product (GSDP) in the year 2024-25 was ₹3,81,889 crore, which was ₹2.54 lakh crore in the year 2021-22. Compared to 2021-22, the GSDP has increased by more than one and a half times. He said that the per capita income in the state was ₹1,94,670 in the year 2021-22, which increased to ₹2,73,921 in the year 2024-25. The Principal Secretary informed that this year the survey has been prepared in collaboration with the National Council of Applied Economic Research (NCAER).
The Principal Secretary informed that the growth rate in the year 2024-25 was 7.23 percent. The Multi-Dimensional Poverty Index was 9.7 percent in 2021-22, which has come down to 6.92 percent in 2024-25. The labor force participation rate was 60.1 percent in 2021-22, and is 64.4 percent in 2024-25, indicating an increase of 4.3 percent in the employment sector. He informed that the Human Development Index was 0.247 in 2001, 0.684 in 2017, 0.718 in 2021-22, which has now increased to 0.722 in 2024-25.
The Principal Secretary informed that the total number of Micro, Small and Medium Enterprises (MSMEs) in the state was 59798 in 2021-22, which has increased to 79394 in 2024-25. He said that the number of people employed under MSMEs will increase from 343,922 in 2022 to 456,605 in 2025. The number of large industries in the state has increased from 107 in 2021-22 to 128 in 2024-25. The number of startups in the state has increased from zero in 2017 to 702 in 2021-22 and to 1,750 in 2024-25.
The Principal Secretary informed that the total length of roads in the state will be 50,393 km in 2021-22, which will increase to 51,278 km in 2024-25. There were two heliports in the state in 2022, which will increase to seven in 2025. The number of helipads was 60 in the year 2021-22 which has increased to 118 in the year 2024-25. He informed that the dropout ratio in primary schools was 1.64 percent in the year 2021-22 which has increased to 1.41 percent in the year 2024-25, whereas in secondary schools this ratio was 7.65 percent in the year 2021-22 which has increased to 4.59 percent in the year 2024-25.
The Principal Secretary said that the number of government and non-government degree colleges in the state was 124 in the year 2021-22 which has increased to 139 in the year 2024-25. Along with this, the number of engineering colleges, government and private, was 20 in the year 2021-22 which has increased to 52 in the year 2024-25. He informed that the total electricity production in the state was 5157 million units in 2021-22, which has increased to 16500 million units in 2024-25. While the consumption of electricity has increased. Electricity consumption was 12518 million units in the year 2022, which has increased to 17192 million units in 2024-25.
He informed that unprecedented work has been done in the field of solar electricity generation in the state. In the year 2021-22, 439 MW was produced through solar energy, which has increased to 1027 MW in 2025. He informed that the infant mortality rate in the state was 22 in the year 2021-22, which has come down to 20 in 2024-25. Additionally, the maternal mortality rate has declined from 103 in 2021-22 to 91 in 2024-25. The life expectancy in the state has also increased from 71.7 years to 73 years.
The Principal Secretary stated that in 2021-22, 97 percent of households in the state had access to toilets, which has now reached 100 percent. He also noted an increase in rice and wheat production in the state. Rice and wheat production in 2021-22 was 28.23 quintals per hectare, which has now increased to 32.47 quintals per hectare. He also stated that the total area under medicinal and aromatic plants in 2021-22 was 900 hectares, which has increased to 10,000 hectares in 2024-25.
The Principal Secretary informed that the state’s milk production was 50.92 lakh liters per day till 2021-22, which has increased to 54.59 lakh liters per day in 2024-25. Fish production has also increased significantly. Fish production was 7325 tons per year in 2021-22, which has increased to 10487 tons per year in 2024-25. He informed that in the tourism sector in the state, there were 8225 hotels/other stays in 2021-22, which has increased to 10509 in 2024-25. There were 3935 homestays in the state in 2021-22, whose number has increased to 6161 in 2024-25.
The Principal Secretary stated that the state ranked fourth in the SDG Index in 2021-22, while Uttarakhand ranked first in the SDG Index in 2023-24. The state’s GSDP for 2026-27 is projected at 8.2 percent.
