Dehradun, 2 Nov: Chief Minister Pushkar Singh Dhami today launched the ‘Devbhoomi Parivar Portal’ and unveiled the ‘Viksit Uttarakhand Vision-2047’ at his official residence. Addressing the event, the CM claimed that the two initiatives would strengthen good governance, improve delivery of government schemes and provide a clear roadmap for the state’s long-term development.
Dhami said that the success of any government is measured not merely by the schemes it formulates but by how effectively their benefits reach eligible citizens and improve their lives. He said many deserving people are unable to avail themselves of welfare schemes due to lack of information, while citizens often have to repeatedly submit documents and visit multiple departments. The Devbhoomi Parivar Portal has been developed to address these issues and make public services simpler, more transparent and citizen-centric.
The CM said that the country, under the leadership of Prime Minister Narendra Modi, is moving towards the goal of becoming a developed nation by 2047. Referring to the Prime Minister’s statement that the third decade of the 21st century would be Uttarakhand’s decade, he said the state government is working continuously to place Uttarakhand among the country’s leading states. He described the Viksit Uttarakhand Vision-2047 as a comprehensive action plan rather than merely a document of targets and said all departments and districts would need to prepare localised implementation strategies for its success.
Dhami asserted that major projects such as the Delhi-Dehradun Economic Corridor, the Rishikesh-Karnaprayag Rail Project and the Char Dham Road Project are strengthening connectivity. He said reconstruction works in Kedarnath and Badrinath, the Manaskhand Mandir Mala Mission and various religious tourism projects are also progressing well, while the Winter Yatra initiative is helping promote tourism throughout the year.
The CM claimed that sustained efforts are also being made to boost industrial investment, self-employment and start-ups. Through the House of Himalayas initiative, local products are being connected to wider markets. He noted that more than 3 lakh women in the state have become Lakhpati Didis and said women are being economically empowered through 30 per cent horizontal reservation in government services, self-help groups and other welfare initiatives.
Dhami reminded that Uttarakhand’s economy has increased by more than one-and-a-half times, while the state’s Gross State Domestic Product (GSDP) recorded growth of 7.23 per cent in the last year. He added that a 41 per cent rise in per capita income and a 44 per cent increase in reverse migration reflect positive changes taking place across the state. Stressing on sustainable development, he said Uttarakhand’s growth model should be based on the principle of “progress with nature” and that environment protection, disaster management and safety must remain integral to all development plans.
Principal Secretary (Planning) R Meenakshi Sundaram said the Devbhoomi Parivar Portal aims to create an integrated digital database of families in the state. It will facilitate identification of eligible beneficiaries, improve inter-departmental coordination and ensure more effective implementation of government schemes. Each registered family will receive a unique Devbhoomi Parivar ID, reducing the need for repeated submission of documents and visits to multiple government offices.
Giving details of the Viksit Uttarakhand Vision-2047, Sundaram said the document sets long-term goals across nearly 440 indicators. It aims to expand the state’s economy to around Rs 28 lakh crore and increase per capita income to about Rs 20 lakh by 2047. The Vision also targets reducing unemployment to 3.5 per cent and multidimensional poverty to 0.61 per cent, while focusing on agriculture, tourism, industry, education, healthcare, skill development, connectivity and environmental conservation.
Among those present were Cabinet Ministers Ganesh Joshi and Khajan Das, MLA Savita Kapoor, SETU Commission Advisor Dinesh Agrawal, Chief Secretary Anand Bardhan, Principal Secretary RK Sudhanshu, SETU Commission CEO Shatrughan Singh, NITI Aayog Programme Director Dr Sonia Pant and Aditya Kumar. District Magistrates and district-level officials from across the state joined the programme virtually.
