PIONEER NEWS SERVICE | Dehradun  Chief minister Pushkar Singh Dhami has directed the State administration to implement a digital system to regularly monitor the budget expenditure in the State. He said that efforts should be made to mobilize new resources for the inclusive development of the State and departments should spend up to 80 per cent of the allocated budget for the financial year by the month of December. The CM gave these directions while chairing a meeting held to review the Finance department at the State secretariat on Saturday. Dhami directed that the secretary concerned should regularly review the budget receipts and expenditure at his level. The CM said that the chief secretary will review expenditures every month and he himself will hold quarterly reviews.  In the meeting, the CM directed that efforts should be made for increasing GST collection. He said that more effective measures should be taken for increasing revenue collection in the State. The CM directed  that special attention should be given to centrally funded schemes and the schemes in which the central and state share is 90:10 and 70:30 respectively, should be given top priority.  He said that the Planning department and the Finance department should hold regular meetings with other departments to ensure timely and correct use of the budget by the departments. Work should be done on mid-term and long-term plans to strengthen the state’s economic system. Dhami said that work should be done on a plan for a strong economy of the State for the next 10 years and for the golden jubilee year of the State in the year 2050. He said that special attention should be given towards innovation and AI.  Dhami suggested that investment should be made in human resource capacity development, education, health and sports. He said that the social and economic impact of the subsidy given by the government should be analysed and it should also be ensured that the subsidy is given only to the eligible people.  The CM said that budget targets should be achieved by regularly reviewing the major sources of revenue. He added that along with reducing borrowing from the market, more attention should be paid to infrastructure development. The officers informed the CM that the State’s GSDP growth rate has been more than 13 per cent in the last three years. The revenue from mining has increased by Rs 400 crore in this financial year. The government has spent more than Rs 11,000 crore in capital expenditure.  The vice president of the State infrastructure monitoring council Vishwas Dawar, chief secretary Anand Bardhan, principal secretary RK Sudhanshu, secretaries Shailesh Bagauli, Dilip Jawalkar and other officers attended the meeting.
